View in charge of creating Secret Keys for a Next service user.
The secret keys have two modes "Test/Live".
A user can obtain only one key per mode.
Only a requester with flag a "service=True" key can create keys on behalf of the users.
A service user should be onboarded first to get a service profile and be able to use this view.
